CITC – ‘Chip Integration Technology Center’ – is the center that develops new chip integration (also called ‘Advanced Packaging’ or ‘Heterogeneous Integration’) technologies. The center is located in Nijmegen (on the Novio Tech Campus) and is a cooperation between Universities/ Research Institutes and companies. Both OEM, IDM and packaging services companies work together with TNO and TU Delft to develop new and innovative Chip Integration technologies. We are currently looking for an Integrated Photonics Program Manager.

About the integrated photonics program
Within CITC, we have just started our 4th program line: Integrated Photonics. This program line will work on packaging & integration challenges that have to do with the fast-growing field of integrated photonics. We are ready to kick the first project on active fiber-alignment process development based on the Tegema platform. Along with this, there is an ongoing EU project on LIDAR we participate in.

What you will do
As program manager, you are responsible for the overall coordination, progress and customer alignment of all program line activities. You will have to take full ownership and are the leading person in this program line. You will lead the team of engineers that work in the program line and do most of the interaction with the customers. Also, you will work, together with our business development manager, on finding and attracting new customers to this program line.


  • Organization and team development.
  • Budget, public-private contributions and financial report/annual report.
  • Risk governance and compliance (staatssteun).
  • First point of contact for advisory board (raad van advies) and supervisory board (raad van toezicht).

Primary responsibilities

  • Define planning, milestones, deliverables within the program. Both internally (to team members and MT) and externally (to customers and other direct stakeholders). Draft the so called ‘technical annex’ that describes the content of the innovation activities.
  • Join regular MT+ meeting to inform MT and other program-managers on progress and issues.
  • Proactively think ahead on both operational, tactical and strategical level on CITC next steps. Always related to the content of your program line.
  • Communicate and interact with customers and stakeholders such as PhotonDelta and the new PITC (Photonics Integration Technology Centre).
  • Defining and scouting of new projects within the program, support business development manager to find new customers for the Program Line.


  • Managerial experience (1yr+) in an industrial environment, strong project management experience in an industrial environment
  • Experienced in operational & stakeholder management
  • Background/experience in the Semicon (backend) industry and Integrated Photonics industry
  • Technical knowledge on packaging/Semicon backend and Integrated Photonics (is a plus)
  • Entrepreneurial mindset with a drive to grow the business
  • Act as trusted business partner for all partners
  • A relevant national and international network within key areas
  • Proven written and oral communication and negotiating skills in English
  • Experience in a multi-cultural environment
